Q 9: Is it permissible
to establish Islamic parties in secular states
where they are officially subject to secular laws, but their objective is to practice Da`wah secretly?
A:
It is prescribed for Muslims who live in non-Islamic states to unite, cooperate, and work together, whether in the name of Islamic parties or Islamic societies, for it is cooperating in righteousness and piety.
